Job Summary:
The incumbent processes a wide range of human resources transactions related to recruitment and placement. These duties require a technical understanding and knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas, may have on technician personnel.

Major Duties:
The incumbent processes a wide range of human resources transactions related to recruitment and placement. These duties require a technical understanding and knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas, may have on technician personnel. The incumbent provides technical assistance in the area of recruitment and placement. He/She participates in the execution of the merit placement/promotion program. Advises and provides procedural and technical guidance to managers, supervisors, and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, eligibility determinations, methods of recruitment, and initial employment. Reviews and verifies information on requests for vacancies to determine the nature of the staffing action required and to ensure correctness. Prepares and distributes vacancy announcements. Analyzes and evaluates individuals’ applications to determine basic eligibility. Evaluates relative quality and value of experience, training, education, and performance in relation to requirements of positions for all positions GS-7 and below. Reviews, evaluates and develops specialized qualification requirements, knowledge, skills and abilities statements. Assists the HR Specialist in the recruitment and evaluation of applicants on the basis of need for candidates in special categories (i.e., key staff, handicapped, etc.). Provides advice and assistance in determining selective placement factors, ranking factors, crediting factors, and the degree to which each factor is met. Prepares and maintains records and reports and performs post audits and maintenance of merit promotion files.

Note: If this position is filled at the GS-6 grade level, it has promotion potential to the GS-7 grade level. However, promotion to the higher grade is not guaranteed, but dependent on the selectee’s demonstration of the ability to perform the duties of the higher grade to the satisfaction of the supervisor, and there must be enough work at the higher-grade level to support the grade. In addition, the selectee must meet all legal and regulatory requirements for promotion.

Qualifications:

GS-6: One year equivalent to at least GS-5 grade level. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-7: One year equivalent to at least GS-6 grade level. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. 40 words per minute typing speed1

You must be a U.S. citizen to qualify for this position.

How You Will Be Evaluated:
Applicants are requested to complete VAF 5-4676a (Employee Supplemental Qualification Statement) addressing separately, each of the basic knowledge, skills, abilities, and other characteristics (KSAO's) below. Applicant should submit VAF 5-4667b to his/her supervisor for supervisor's appraisal of the KSAO's. The completed VAF 5-4676a and VAF 5-4667b must be received by no later than December 15, 2008.

1) Knowledge of federal staffing practices and procedures.
2) Knowledge of processing personnel actions using the personnel guide manual.
3) Ability to interpret and apply personnel regulations and/or standards.
4) Ability to plan, organize work, and set priorities in order to meet deadlines. Describe a past experience that involved several suspense items that required action. Describe how you handled a missed suspense, what did you do to correct that procedure, and the outcome.
5) Ability to independently accomplish tasks requiring the use of computer terminal utilizing various automated software (word processing, data entry or coding, excel etc).
6) Ability to communicate effectively in writing with individuals and groups from a variety of backgrounds. Describe the types of information communicated, audience. Receiving the information, and any changes or challenges you had to consider.
