Major Duties:
This position is located in the Park Operations and Conservation and Recreation Assistance (POCRA), Philadelphia Office, Northeast Region. Incumbent assists with recreational and related 'fee' programs throughout the Northeast Region. Programs include Recreation Fees under the Federal Lands Recreation Enhancement Act (FLREA), America the Beautiful Federal Lands and Recreation Passport, commercial tour fees, and National Recreation Reservation System (NRRS) programs.
Major duties include but are not limited to:
Incumbent provides advisory, coordinating, and review services to parks in the Northeast Region in the recreation fee program. The incumbent either functions as a subject matter expert to assist parks, coordinate the activities of others, or broker for services to meet the needs of parks, WASO or the region. Assists with development of procedures for parks to manage their fee programs in the most effective/efficient manner. Assists with analysis of proposed and existing legislation, policy, financial and operational data pertaining to the fee program. Works with parks to achieve compliance with laws, regulations and policy, and determines feasibility of proposed new fee collection programs. Assists with the coordination of calls for projects and advises parks on the eligibility of projects as well as project review and prioritization as needed. Advises parks on the appropriate fee/cost recovery authorities (interpretation, recreation fee, special park use, etc.) to be used in various circumstances in order to best serve visitor needs and maximize return to the government. Coordinates assistance with appropriate regional staff in those programs. Uses various computer software programs to plan, develop program, track and reconcile documents pertaining to the recreation fee program.
Qualifications:
GS-11 Grade Level: EDUCATION: Ph.D. or equivalent doctoral degree ----OR---- EXPERIENCE: One year of specialized experience equivalent to the next lower grade level.
GS-12 Grade Level: One year of specialized experience equivalent to the next lower grade level. Experience at this level must be directly related to the position being filled.
GRADUATE EDUCATION: Education must have been receive in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position being filled. Examples of specialized experience include but are not limited to: direct involvement in a recreation fee program under the FLREA in which you were a lead/manager; closely related involvement in a recreation fee program under the FLREA (such as development of projects for expenditure of recreation fees, budget tracking for expenditures of recreation fees, recreation fee program and project audits); management of major programs involving recreation fee revenue.
You must be a U.S. citizen to qualify for this position.
